Not many mirror will like any external access like this and will also
not like non-synced load increases (e.g. a fedora mirror push happens
when the mirror is also syncing CentOS etc).
How about instead of only a post sync script like report_mirror to
script everything with a check for updates before the rsync? A few
parameters could be left for the mirror admin to tune (an rsync filter
for --include-from, an option choice of master mirror etc).
This will also not apply to 100% of all mirrors, but even if you get
90% of the mirror working that way you have better control over the
load, the (intelligent) choice of tiered source mirrors etc.
