[mirror-admin] RFE: MirrorManager

Matt and all,
I was wondering if there had been any thoughts or development on adding
exceptions to the Netblock lists.  For example, I have a /16 configured
for my host, but I'd like to exclude a single host or a single /24
subnet.  It would be nice to have one or more exceptions listed per
netblock.

The site-local netblocks section might look like the following:

-> 64.102.0.0/16 [Delete]
   Except: 64.102.254.0/24 [Delete]
   Except: 64.102.255.0/27 [Delete]
   Except: 64.102.253.254/32 [Delete]

This is not an urgent need on my part, but I could immediately find a
use for it if that feature existed.
