[mirror-admin] Fedora mirrors: new Tier 0 mirrors / Internet2 joy

Heads-up, I want to see some changes to how you, as mirrors, pull
content.
Before the Fedora 8 launch about 6 months ago, we implemented a
Tiering system. Tier 1 mirrors pull from Red Hat; Tier 2 mirrors pull
from Tier 1 mirrors. That's worked pretty well, but we need it to
work better.
As you may know, Red Hat's download1 server, the one on Internet2, has
been offline since late February. Users of download1 have been
directed to download3, not in Internet2. This isn't ideal, and won't
really be fixed soon.
As it happens, nearly all of our Tier 1 mirrors (all except 3/4 of the
mirrors.kernel.org servers) are reachable over Internet2. Over half
of our total mirrors are reachable over Internet2. Let's make use of
this - it'll be faster and cheaper for everyone - a win-win.
So, the change. We have 2 "Tier 0" servers now:
fedora-archives.ibiblio.org and archives.linux.duke.edu. These have
static routes set up to get the content from the download1 server over
Internet2. Our Tier 1 mirrors that have previously been using
download*.f.r.c should now use one of these two. This should be very
fast for you.
The rest remains the same. Tier 2 mirrors should choose a Tier 1
mirror to pull from that's fast for you. If you're a Tier 2, and are
still pulling form download*.f.r.c, you should start pulling from a
Tier 1 instead: if on I2, pull from an I2 mirror. (When I say
Internet2, I mean it, and any peer of it, like RedIRIS, NCREN,
GEANET2, and the like).

With your help, this will be the smoothest Fedora release ever.
Release date is April 29, bits should start to be avaialble about
April 25 for mirroring. More details on that as we have it.
