Mark,
As others have said, the Raspberry Pi OS (Raspbian's new name) is a
derivative of Debian, with mods for Raspberry Pi hardware. It's a
full blown distro. I'm even running a version of kubernetes on a
three Pi cluster on RPiOS. The biggest oddity I've encountered with
RPiOS is the use of dhcpcd for static IP configuration.
That said, RPiOS isn't the only OS for RPi! There was a recent
mention of Void Linux in a separate thread. I've started playing with
Oracle Linux (a RHEL-compatible alternative) that boots/runs from a
USB flash drive on some Pi 4 boxen (no SD card required after a
one-time action to enable USB booting).
YMMV, but distrowatch lists 30 distros you can run on the Pi, so take
your pick if RPiOS isn't your thing.
