Then try using these live discs in your existing public use machines.
Typically you will need 256 to 512 MB ram to run LPS fast
If you only have 128 MB of ram then Puppy might be better.
Both of these OS will run on bare metal with no hard drive.
You didn't state the public machine specs so I have no idea how much ram
you have.

Either of these will be good enough to get to public internet sites like
Google and USA.gov.
However puppy can mount the drives and LPS cannot
Both can use USB sticks and inputs.
You can print to any internet connected printer.
