I'm not sure I understand what you're trying to do. Are you tryingn to
give a windows user SVN access to an svn+ssh:// URL? Tortoise can
certainly do that (in conjunction with PuTTY). Or are you trying to
give someone the ability to transfer files back and forth via ssh, in
which case something like WinSCP (or possibly even filezilla) can help.
But I don't understand what you're trying to do. What exactly do you
mean by "managing a remote subversion workspace"? Remote as opposed to
what?
