As the others have mentioned, there are a TON of web apps for creating
webpages.  If you're interested in managing pictures, I strongly recommend
Gallery http://gallery.menalto.com/ .  Gallery 2 requires mysql, but Gallery
1 runs with pretty minimal requirements.
