Sounds kind of like what we went through in S. FL. in the 80s. We had 
bought a new house west of Boca Raton and shortly after moving there we 
started having similar problems. It wasn't until 1990 when the county 
finally decided that the roads couldn't handle the traffic anymore and 
they underwent major road widening projects. Florida Plunder & Loot had 
to replace several segments of the local grid. It appearred they 
increased capacity also, we then suddenly started getting reliable 
power. It only took 10.5 years to finally correct the problem. We moved 
out of the area just after the fix.
