[ale] /usr/lib/locale on Debian-ish systems?

Anyone know how the files in /usr/lib/locale (on Debian or Ubuntu) are generated?

I have a box that has:

Then, we have a debootstrap'd VE (OpenVZ) that is for some reason missing these files. No deb package (through apt-file search, for each'ing through dpkg -l with dpkg -L, or the apt-cache) reports providing them, so I assume they're generated in some way.

Anyone know?
