When you run 'apt-get upgrade' do you get a message about any held
packages?  I suspect that the initrd-tools package is held and you will
need to do 'apt-get install initrd-tools kernel-image-2.4.27-3-k7' to
get both the kernel and the necessary tools.  

I don't run the 2.4.27 kernel on any of my Intel boxes (they all run
2.6.xx), but my Sparc20 is running debian with the initrd-tools version
0.1.84.1 and kernel-image version 2.4.27-3-sparc32-smp.   I can't run a
2.6 kernel on the Sparc20 as 32 bit SMP is broken in the 2.6 series
kernels (so I get 1 processor instead of 4).
