You don't have anything in /etc/inittab keeping it open do you?

tried 'close' that a few times and even exiting Kermit with "OK to
exit? yes Closing /dev/ttyS1...OK".
the same kermit still works through ttyS0 to a different device.
I guess the next thing I'll try is to have the co-lo tech to switch
ttyS0 in, so I can see whether the console port on the switch itself is
to blame.

Just close the port and reopen it. That will drop DTR.
