We have 30 MB quotas on our work e-mail.  It serves to hopefully keep
the file count down and the size of the boxes down low enough that
access to them for the purpose of mail is speedy enough to support
several thousand users.

You can impose quotas on all of the mail system by enabling quotas for
that device and setting up user or group quotas.
