www.rosehosting.com has inexpensive virtual servers. Get an entire RedHat virtual machine to do 
whatever you like with. If he can't afford their prices then he probably really can't afford to be in 
business. As far as what software to use - I've always ended up developing my own in either php or 
python but I expect there are some almost ready to go systems out there on freshmeat.net.
