Allegedly the slots are already set up this way - the Gaming Comission requires 
a certain percentage payout, but the minds behind the system have determined 
that people will play more if they 'almost win' a lot.  So the misses are 
programmed to be more of the 'bar-bar-cherry' sort than the 'bar-orange-cherry'
sort.
