You might want to check the NANOG archives. There was a big discussion on
there in the past 4 months or so regarding appropriate NOC support levels.
Like all long NANOG threads, though, it diversified and covered more general
support before it devolved into a total flamefest ;-)
I don't think anyone has hard-n-fast numbers regarding that. The metric
people like Gartner tend to track is TCO, which isn't quite the same....
