[ale] Window manager "Lower" function

I don't know abou kde as I don't use it, but you should be able to do 
this.  I use enlightenment and you can right click the title bar and you 
get a set of such options:

annihilate
iconify
raise
lower
shade/unshade
stick/unstick
toggle skip window list
remember

Then four drop down menus.

There are similar meta keys for e as well, but since I don't use them, I 
don't recall them.

If kde doesn't have any, you can set them yourself through X.
