[ale] XP and Samba

I don't think this is true, I've implemented several networks with only
TCP/IP in multiOS configurations before. I currently have a small network at
home that has 2K, Linux, and 98 using only tcp/ip. Might have changed with
XP but netbios can be implemented over tcp/ip ever if not always too
reliably...
