[ale] mgetty and caller ID setup

Yes, I've done this.  I just have "cnd-program /path/to/script.sh" in my 
mgetty.config.  It works just fine.  The only problem is the delay (I 
believe it's both from festival and mgetty)... I get the speaker output just 
a little too late to make it a useful feature.
