[ale] Moving httpd to different port (was AT&T Broadband blocking inbound http?)

I'm not using tcpwrappers for httpd service.  In fact, I believe that stock 
RH6.2 does not use tcpwrappers for the httpd service.  Wouldn't doing so be 
REALLY SLOW??
