[ale] RPM building under SuSe

I'm trying to help my son get open ssh running under Suse, and I've been
trying to keep the rpm database accurate by using rpm to recompile from
the src rpm. The error I get is:
   line 25: Version not permitted: PreReq: openssl >=0.9.5a

I have obtained, recompiled, and installed openssl-0.9.5a-1 and the devel
package.

Any clueful souls have an idea??
