[ale] Open File Limit

In kernel 2.2.x, If you want to increast the total number of open
files in the system, you can do with w/o recompiling the kernel.  We
upp'ed ours at work to  10,000 (we have about 50 users on the machine) 

To see the limit
$ cat /proc/sys/fs/file-max
4096

to set the limit, you must be the root user:

# echo 10000 >/proc/sys/fs/file-max
# cat /proc/sys/fs/file-max 
10000
