Verify the netmask of the offending Win98 box.
If the netmask is right try to catch the offending packets from you router
/usr/sbin/tcpdump -s 1500 -x -vv host <IP_Address_of_Win98_Box>
or if it is sending out too many local packets try to listen only on the
outbound (ppp0?) interface of the router.
/usr/sbin/tcpdump -i ppp0 -s 1500 -x -vv host <IP_Address_of_Win98_Box>
