This reminds me of a call I got for the company that HP had outsourced first line support to several years back for HP-UX.  They were offering about $12/hour for a night job.   It was one of the few times I responded negatively to a job listing while I was in the middle of a job search.  I told the headhunter he wouldn't get anyone good for that price.  He confirmed he knew the rate was low but then went on to say that they DID get people.   I immediately forwarded that to my ex-coworkers and told them that this explained why our HP-UX support was so bad until we escalated.

It amazes me how some companies will pay nothing and be surprised at employee turnover and customer complaints.   All they see is the immediate "savings" and not the long term cost in knowledge loss and lost customers.   If a new person takes 3 hours to solve a problem an experienced employee might solve in less than 1 it costs you.

I also worked for a company that instead of hiring employees did long term contracts that got burned on it by labor authorities.   They ended up having to put in policies that essentially prevented any contractor from working for more than 18 months in a row and if contract did end that person could not come back for 6 months in any contract position.    Before doing that they had to do some rather generous payoffs to the "contractors" they'd kept on staff for years.

Our accountant said we were in compliance as well...
