[ALE-jobs] reposting job listings from other agencies

This a note to staffing agencies on the list.

Please be aware that resending a posting from someone else's agency can put
job seekers in a position of not being able to complete the hiring process.

A post came through moments ago for a new listing. It was followed within 5
minutes by the exact same job that was a simple forward of the same message
from the original poster but now sent from a different poster at a different
agency.

In my mind, that will set up a conflict for the job seekers.
