BACKGROUND
During the 2009 Florida Legislative session, Section 282.34 F.S., was created to establish a State e-mail system. This section provides that the state e-mail system will include the service delivery and support for a statewide e-mail, messaging, and calendaring service. Per this section, Southwood Shared Resource Center ("SSRC") is to be the provider of the statewide e-mail system; the Agency for Enterprise Information Technology ("AEIT") is responsible for submitting a proposed plan for the establishment of the state e-mail system; and the plan must include an analysis of the in-house and external sourcing options that should be considered for the delivery and support of this service by the SSRC. As to the external sourcing option, the SSRC will be the sole "billable" point of contact for the external provider. The SSRC needs the ability to offer or re-sell the externally sourced option to upwards of thirty (30) customers (state agencies) as these customers may have varying levels of service, the ability for an external provider to logically and securely partition the SSRC customers is a fundamental requirement for both the in-house and externally sourced solutions.

IV. STATISTICS
The State of Florida has approximately 130,000 mailboxes among the agencies to be included in an enterprise solution. These mailboxes are currently on diverse messaging systems including, but not limited to, Microsoft Exchange/Outlook, Lotus Domino/Notes and Novell Groupwise. Mailbox sizes range from 6mb to 12GB with the median size being approximately 600mb. It is estimated that over 35 million e-mails are received by all agencies daily (unfiltered). The State of Florida has roughly 50TB of existing "live" email data and 186 TB allocated for archive data.

V. TECHNICAL REQUIREMENTS
The State of Florida is interested in receiving information regarding the provision of a hosted e-mail services solution. Hosting solutions can be inclusive of one or all service categories listed in the attachment, E-mail Services Matrix. The information should be broken down on a category by category basis and include whether or not a service is considered a standard offering, a custom and/or third party offering, or if it is not available. The information provided should also note any services that are bundled, and costs that vary based on the number of mailboxes included in a particular category. A response should include information on:

* Any migration services a vendor has, or has access to, and an estimate

on how long a migration of users, live e-mail, and archive would take

based on the statistics mentioned above and the feasibility of completing

this migration by June 30, 2013 as specified by statute; and

* Cost information such as list pricing, link(s) to similar projects or

public/government pricing information, or information that will allow us to

estimate the cost - recurring and non-recurring costs.

Based upon these technical requirements, the vendor should also supply the

following information regarding:

* Best practices, recommendations, etc. related to the planning and

implementing the transition from current distributed e-mail systems.

* Consulting services to assist in the design and delivery, of an in-house

developed option of any or all of the seven (7) categories.

* Additional information the vendor would like to provide (.e. options not yet

considered, etc.).
