*Data Analyst IV, Enterprise RNOC/NOC/Net Ops Metrics & Analysis *

*SUMMARY *
This Data Analyst IV will be accountable to develop, evolve, and support
Enterprise RNOC (System Operations Center), NOC, and Net Ops performance
and financial metrics, including tracking, development and action plans
associated with continual improvement. Working under the oversight of the
Director of Net Ops Metrics & Analytics, this Data Analyst IV will create
an environment of transparency through frequent and standard scorecard and
compliance reporting across all Net Ops teams.


*RESPONSIBLITIES*
Management of Enterprise RNOC, NOC, & Net Ops performance and financial
metrics


   1. Effectively initiate, plan, partner and execute on development of
   appropriate metrics that capture operational and financial performance of
   enterprise RNOC/NOC/Net Ops.
   2. Defining, measure and improve the key performance indicators for
   Enterprise RNOC/NOC/Net Ops.
   3. Define, develop, implement and evolve reporting strategy for
   RNOC/NOC/Net Ops that supplies stakeholders at multiple levels within the
   organization transparent, frequent and inclusive performance and financial
   metrics.
   4. Partner with regional leadership to manage, lead, and direct
   functional strategy for regional Operations Analysts in alignment with
   Enterprise RNOC Strategy.
   5. Develop and maintain strong and positive enterprise and local
   provider / client relationships
   6. Supply compliance data, adhoc reports and action plans to enterprise
   and regional stakeholders
   7. Prepare material and facilitate monthly operational metric and
   compliance reviews
   8. Partner with RNOC process owner to develop action plans that result
   in enhanced customer experience, effective / efficient performance, and
   financial benefit.
   9. Perform external benchmarking and leverages industry research
   10. Partner with enterprise and local operations leaders to develop
   action plans based on performance metrics.


*MINIMUM QUALIFICATIONS *
1.Requires BS/BA in related discipline (i.e., Electrical Engineering,
Computer Information Systems, Management Information Systems) and 7+ years
of experience in related field (i.e., Engineering, Networking, Reliability
Engineering) OR MS/MA and 5+ years of experience in related field.
2.5+ years experience in applicable technology/engineering discipline such
as Engineering, Quality Analysis, or Network Operations
3.Proven strong quantitative, analytical, and conceptual thinking skills
and an attention to detail, and experience delivering quantitative savings
and quantitative improvements to quality
4.Excellent verbal and written communications and capability to present
analytical findings to Sr. Executive team
5.Expert in the use Microsoft Excel (or other statistical tools), Word,
PowerPoint, Outlook and Project planning and tracking tools

*QUALIFICATIONS*
1.Demonstrated ability to develop and maintain positive working
relationships with internal and external customers and quickly adapt to
changes in process, requirements, goals and organizational change
2.Proven ability to develop comparative analysis reports, presentations,
business correspondence and procedure manuals.
3.Proven record achieving planned results by making decisions and taking
action based on professional methods, business principles, and practical
experience
4.Proven ability to translate national strategy and vision into tactical
initiatives
5. Experience working in the Communications industry
6.Experience in managing a small team
7.Experience in working with internal and external subcontractors
8.Strong relationship building and management skills
9.Strong communication, presentation and influencing skills
10.Ability to quickly establish credibility with diverse stakeholders
