Yeah. This is unfortunate fallout from our recent Fedora 26 branching
off rawhide. :( 

We not only branched off Feedora 26 (so an entire pile of f26 things
appeared), but we also resigned all rawhide rpms with a new Fedora 27
gpg key (meaning all the rpms changed). 

Several mitigations moving forward: 

0. I'd like to urge everyone to take a look at: 
https://pagure.io/quick-fedora-mirror
and switch to using it. It saves us tons of seek time on the server
end, and saves everyone using it tons of wait time for filelists. 

1. Our download-ib01.fedoraproject.org has been able to keep up pretty
well, and folks could sync against that. 

2. I'm considering taking one of our download servers out of dl dns and
setting it aside for all the people that have tier1 permissions to use
so we can get our valuable tier1 mirrors synced more quickly and then
can in turn help other tier2 mirrors. Will look at that this week. 

Finally while I am sending to these lists, look for a post for me very
soon about closing down the mirror-list-d at redhat.com and
mirror-list at redhat.com lists. We would like everyone to subscribe to
the mirror-admin at lists.fedoraproject.org list and use that moving
forward.
