Thanks for looking into it, the problem seems to persist unfortunately.
Whilst the file did update on the 20th of June (the Fedora 24 release
day), it's remained static since, even though there are updated files
throughout the tree - for example:

 http://dl.fedoraproject.org/pub/fedora-secondary/development/rawhide/Server/aarch64/iso/
