Please contact your nearest tier 1 mirror
https://fedoraproject.org/wiki/Infrastructure/Mirroring/Tiering
and ask to be added to their early access rsync module.
On the master mirror there are special rsync modules which can access
the pre-release data (fedora-enchilada0, fedora-buffet0, fedora-epel0)
which are available to the tier 1 mirrors from which you should sync
your data.
