[mirror-admin] fedora-secondary fullfiletimelist not updating

Hi,

I started testing out the quick-fedora-mirror script recently and
it's working quite well, however I noticed our fedora-secondary mirror
hasn't been updating.

This appears to be caused by a stale fullfiletimelist-fedora-secondary
in the fedora-secondary directory on dl.fedoraproject.org - it hasn't
updated since June 2nd 00:44, however content has been added to the
fedora-secondary directory since then - eg:

 rsync --list-only
 dl.fedoraproject.org::fedora-buffet0/fedora-secondary/updates/testing/24/ppc64/repodata/repomd.xml
