[mirror-admin] Fedora 21 hardlinked to archives

If you mirror the archives you will see a large increase of disk
usage. I have copied over Fedora 21 (via cp -lr) to

cp -lvR /pub/fedora/linux/releases/21/ /pub/archive/fedora/linux/releases/
cp -lvR /pub/fedora/linux/updates/21/ /pub/archive/fedora/linux/updates/
cp -lvR /pub/fedora/linux/updates/testing/21/
/pub/archive/fedora/linux/updates/testing/

In two weeks I will finish the steps of moving Fedora 21 out of
/pub/fedora/linux and having mirrormanager treat it as an archive.
Once that is done, I will run hardlink on /pub/archive to reduce some
of the disk space usage.

I have also staged Fedora 22 for its end of life in 3-4 months. At
that time I will do a full update/copy of updates and updates/testing
and then finish the archive at that time.
