The patch has made it into the source code of report_mirror. The
MirrorManager packages in EPEL are far behind from what is happening
upstream. I would just take the report_mirror directly from git. It is a
single python script with minimal dependencies.

Looking at the source code this is if the mirror is on "Internet2" or
not. I opened up a ticket to get this better documented:
