[mirror-admin] Fedora 20 hardlinked to archives

Earlier today I began prepping Fedora 20 for its EOL status. I did a

cp -lvR /pub/fedora/linux/releases/20/ /pub/archive/fedora/linux/releases/
cp -lvR /pub/fedora/linux/updates/20/ /pub/archive/fedora/linux/updates/
cp -lvR /pub/fedora/linux/updates/testing/20/
/pub/archive/fedora/linux/updates/testing/

[When Fedora 20 is EOL on June 23rd I will do a final rsync -avSHP
--delete from tree one to tree two, wait a week, move mirrormanager to
point to archives and then delete from the main tree.]

This created hard links of all the files from current to archives tree
and according to the master file system this occurred. However some
people doing rsync are getting all the files pulled down versus just
hardlinks.

I am not sure what is causing the problem but are looking into it.
