[mirror-admin] rawhide improvements and content changed sync script

Greetings. 

I thought I would share 2 short items of interest to mirrors:

1. We landed some improvements to our rawhide compose process recently.
One of them was to only keep 'recent' drpms. Ie, if package a has been
in rawhide for a while, it's unlikely people will be upgrading from a-1
anymore. This has resulting in removing a ton of old useless drpm
files: Today's rawhide compose has about 102,000 fewer files. This
should help with sync times. 

2. As some of you may or may not know, we have been using a message bus
in Fedora ( http://www.fedmsg.com/en/latest/ ). This includes messages
emitted when syncs of content to the master mirrors complete. 

Adrian has kindly created a simple python script allowing you to see
when the last time content changed on the master mirrors:

Using this you can run actual rsyncs only when you know content has
changed on the master mirrors.
