[mirror-admin] Procedure to nicely shut down a mirror?

Good idea, I didn't think about the motd file. Also, I run rsync out of
xinetd, and it can put up a banner file when the service fails, which I
also have configured (it just has to start with "@RSYNCD: 26"). Before
I turn the server off, I'll set xinetd to max rsync instances of zero so
it'll always give the "fail" banner. I think that should do it.
