[mirror-admin] fedora.c3sl doesn't appear as mirror

No doubt testing fix runs overlapping with publiclist generation.  I also
slowed publiclist generation to daily instead of hourly as it was pounding
the database and rarely changes.  Mirrorlists still update every 30min.
