[mirror-admin] Archives of 15 16 17 done.

I have archived the data of the 15 16 and 17 releases over to
/pub/archive. In 1 weeks time I will work with Matt Domsch on making
mirror manager point to it and then will delete the old trees from
/pub/fedora. I will also work with Dennis GIlmore to clean out any
Alpha and Beta trees still lingering so we can have a clean slate with
20 in a short while.
