[mirror-admin] MirrorManager public list doesn't update

The publiclist generation was broken.  The timestamps were getting updated, but the content wasn't.  Fixed, generating it now.

I changed fedora-spins to fedora-alt. The urls changed accordingly. We now mirror the whole of fedora-alt/releases. Of course mirror manager should point clients to us for the new stuff.
