[mirror-admin] MirrorManager public list doesn't update

We have the publiclist page updating only once a day now, but that doesn't account for not seeing the change within a couple days.  I think we also have a 1 day from creation cache expiry header turned on, so a caching proxy somewhere may be doing something unexpected.  I suspect we may be trying to be too clever.

What change did you make, what do you see, and what do you think you should see?

http://mirrors.fedoraproject.org/publiclist/ is not updating. We
(fedora.c3sl.ufpr.br) changed the spins mirror but it's not reflected in the page. We did it, and updated our site entry in MirrorManager, on Tuesday.
