[mirror-admin] some tier 1 mirrors out of date

We mirror from mirror.rit.edu but the files we're getting are from Jan 
13. I looked at the Georgia Tech mirror and found the same thing. If you 
look at the repoview page, it is from Jan 13 and if you look at 
repomd.xml the timestamps in it are also from Jan 13.

download.wpi.edu, mirrors1.kernel.org, and mirrors2.kernel.org seem to 
be fine.
