[mirror-admin] mirrors3.kernel.org giving connection refused

My mirror, linus.iyte.edu.tr is getting:

rsync: read error: Connection reset by peer (104)
rsync error: error in rsync protocol data stream (code 12) at io.c(759)
[receiver=3.0.6]

often from trying to sync with fedora release 20 with
mirrors3.kernel.org.  Does that mirror have a limit on how often it can
be connected?
