No, once again, the RPMs are not hardlinked.  The problem appears to be
that development/19 RPMS are mode 0644, while releases/test/19-Alpha
RPMS are mode 0664 (group writable), which means "hardlink" won't link
them (unless you add -c).

Why are the permissions different in different parts of the Fedora tree?
For example, updates is 2755 (g+ws), while directories under updates are
0755, 0775, and 2755.
