[mirror-admin] Call for Mirrors - Fedora ARM Secondary Architecture

This may be related to the fact that the official mirror guidelines do
not even mention that arm is excluded. We followed the guidelines and
did not restrict our mirror, yet we do not carry arm. Furthermore, I
don't know what to change in order to add arm to our mirror.
