[mirror-admin] F17 directory structure and no hardlinking

Fedora 17 was branched from rawhide, but once again, no hardlinking was
done.  This means that all the mirrors are attempting to redownload
gigabytes of data, rather than syncing hardlinks in a short time.  This
really needs to be fixed in whatever tools are used for staging on the
master mirrors.

Also, the RPM directories did not get the subdirectory structure being
used in rawhide.  Please fix this with hardlinks for a couple of days
(so we don't have to re-redownload it all).
