[mirror-admin] Changes that affect secondary/alt download services.

Ok one of the items on the list was to move secondary and alt services
from the overloaded secondary01 server to the larger download
services. I made the DNS change and Kevin Fenzi found some rsync items
I missed in names. If you have been going off of secondary01 that will
be going away in the next couple of weeks. Please use dl.fedoraproject
or download-i2.fedoraproject.org if you are on i2.
