[mirror-admin] Hardlinking broken on the master?

I see that Fedora 16 final has been staged.  It appears that hardlinking
is still not being done between trees:

$ find . -name mscore-1.1-1.fc16.src.rpm | xargs ls -l
-rw-r--r-- 1 mirror mirror 82314084 Jul 31 09:31 ./development/16/source/SRPMS/mscore-1.1-1.fc16.src.rpm
-rw-rw-r-- 1 mirror mirror 82314084 Jul 31 09:31 ./releases/16/Fedora/source/SRPMS/.~tmp~/mscore-1.1-1.fc16.src.rpm
-rw-rw-r-- 1 mirror mirror 82314084 Jul 31 09:31 ./releases/test/16-Beta/Fedora/source/SRPMS/mscore-1.1-1.fc16.src.rpm

This was an issue with both F16 test releases and is still a problem
with the final release.  Is there a problem on the master that is
causing this?  It means that a lot more bandwidth is being used to
download the test/final releases.

Hardlinks are preset within the release (e.g. between i386 and x86_64
directories), just not between the different trees as before.
