I am not aware of this practice being used, although I heard about it.
The reason might have been the inability to handle files bigger than
2 GByte, which should not be any problem nowadays. On
ftp.halifax.rwth-aachen.de (serving roughly 2 GBit/sec on average) we
only have very little FTP traffic, the main traffic is done using HTTP
(nginx, not Apache).
