[mirror-admin] Fedora mirror tiering

For the past few releases, the Fedora sysadmin team has been encouraging our mirrors to pull from each other in a tiered structure, rather than having everyone pull from the Fedora master mirror servers directly.  Thank you to everyone who has done this - I'm certain it has lead to both faster and more efficient distribution of the bits.  While at some point I hope tools such as CHASM will improve this even further, tiering works well for us at the moment.

As a reminder, we maintain the list of Tier 0 and Tier 1 mirrors here: https://fedoraproject.org/wiki/Infrastructure/Mirroring/Tiering

Tier 0 and Tier 1 mirrors should be pulling from a master mirror or Tier 0 mirror (ideally download-i2.fedora.redhat.com - our Internet2-connected master) using the 'fedora-enchilada0' rsync module, which is ACL-restricted, but which allows pre-release-day access to new releases such as Fedora 15 Alpha.  These mirrors also offer private rsync modules for lower-tier mirrors to sync from.

All mirrors, please review your scripts to ensure you are pulling from a Tiered mirror, and not download.fedora.redhat.com [fedora-enchilada], to ensure you get the pre-release bits.

I know a lot of people sync from kernel.org, and that they've had some troubles in the last few weeks with their servers,  so you may have changed away from them back to download.fedora.redhat.com (which now are dl.fedoraproject.org, managed by the Fedora sysadmin team now - yea!).  If you continue to have troubles with kernel.org, please make arrangements with one of the other Tiered mirror admins noted in the above link to be able to pull from them via private rsync.
