[mirror-admin] Outage PHX2 over

Ok the Netapp filer outage is over and the DNS A records of
download.fedora.redhat.com have been moved to point to
dl.fedoraproject.org

Servers have rsync and http enabled and should be available to people.
Please report problems and issues so I can get them dealt with as soon
as possible.
