[mirror-admin] excluding netblocks

Hi,

Our fedora private mirror is on a 'protected' network which is
firewalled to systems on a 'public' (129.6.24) network. Does
mirrormanager support excluding a netblock such as:

!129.6.24.0/24
129.6.0.0/16

So that everything under 129.6 except 129.6.24.* is directed to our
private mirror?

I made the addition 10 min before the hour (it accept the "!"), waited
15m past the hour, but a 129.6.24 is still getting redirected:

Is there a smarter way to do this?

Thanks,
Chris
